In Tengwar Annatar, we kern between carriers with tehtar.

This is unsafe in modes like English Tehta or Gondor, which
use vowel tehtar and put them on the following consonant, because
then you end up with unnecessary kerns between, say, o-carrier and 
a-tehta-over-m.

So we turn off left kerning for these letters.
